I took measurements from an original Atari piece(part no 005255-04). This should be printed in something tough, like ABS or Nylon, or better as the piece is under considerable stress in the game. I have printed it so far in draft quality only, but have test fitted it in the control panel and it looks very good. The holes are deliberately slightly undersized; you may have to drill.
The one on the left is the original piece, which I suspect is molded nylon or glass-filled nylon.
Edit: Added newer version, ppplate11.stl, with two tiny improvements that make it match the original even closer: the inner edge of ppplate10.stl was a little too thin, and the screw holes were a bit more undersized than necessary. I also added a model of the simple square spacer (part no 039154-01) that goes between the shifter and the back of the panel.
