Austrian License plate

Added _ConfiguratorV4.3mf which includes
- Numbers
- Letters
- 3 Bases
- Placeholders from COA and distance between numbers and letters.

I wanted a few license plates for the white board in the office.
It all started easy but than longer I worked on it than more details and detailed it went.
By accident I build an almost 1:12 scale and re-worked it to now match that.
Some of the provided files will be from the 3rd Version, but the final one I'm working on right now is the V4.

Just in case:

All (or at least most) plate combinations I use follow the syntax of real plates.
In case a real plate matches one of mine it clearly happened by chance but was not intended. Contact me in case and I'll remove it if wanted.
