Axle Reducer (w/ paramaters)

I had to replace an old wheelbarrow wheel but the new wheel took a 25mm axle, old wheel axle was 13.5mm. This creates a sleeve/bushing to accommodate the old axle and fit it snugly into the new wheel. It uses three parameters, defined at the outset, to match individual projects.
