This is an organizer for Between Two Cities - Essential Edition.
The tiles holder are divided so you can seperate the addon parts from the base game.
It is designed to fill the whole box so I can store it vertically.
I filled the empty space under the trays with foam board as you can see on the second photo.
The spacer part can be used to store pencils inside the box.
