Balcony Guard

Mission:
Need help designing tiles to discourage cats from trying to jump on the balcony Railing.

Proposed Design:
Angled tiles to discourage cats from considering railings an observation platforms.
Angled inwards so when they try to jump, they would slide into the balcony and not down. 
Small gutter so lead rain water away from the balcony. 

Considerations:
Printer friendly + modular design
Design: functional but also either minimal, or an art piece?
Efficient: Saving on plastic
Adaptable: my railing is 1.2 inch thick but other railings may have other thicknesses.

Please help improve this!
