The arm will need a counterweight of approximately 3/8oz / 10grams to hold it in place while between the 0 and 10 degree position. The lever has enough weight to it to move the 10k pot down.
I also added the ability to add a spring against the arm to create enough friction to also hold it in place. Using a combination of the weight and spring should do the trick of holding the arm at 0 when flaps are up.
No real need for a spring. The counter-weight on the end provide the balance that it needs to stay at either 0 or 10 degrees.
