Don't want to break out the big awkward net every time a leaf drops in the pool?
Find some tulle (fine mesh), put it in the body and push the frame into it. Trim the tulle back with a blade until it is flush with the frame, then take it out. Use a pair of scissors to cut 4-5mm all around off the edge, reducing the size of the piece of tulle. Then put glue all over the inside vertical face of the body, place the tulle on top and push the frame all the way down, dragging the tulle with it.
This will capture the tulle and glue the parts together properly. Don't use superglue, find something that's okay with water (e.g., two part epoxy). Use the same adhesive to connect the assembled head to a 19mm dowel. Make sure the end-grain of the wooden dowel is sealed with glue.
Don't let the pics fool you, this thing is on a 2m long stick. BTW this started life as a screwed together frame, but it was all a bit big and ugly. Let me know if you want it though and I'll clean it up and upload
