The design of the super-heavy tank was started after the Battle of Khalkhin Gol in 1939. The vehicle was intended to be used as a mobile gun emplacement. One prototype was built from structural steel without a turret. The tank was unprecedented in Japan, with the hull alone weighing 100 tons. The tests ended with broken undercarriages, and the tank was dismantled for scrap metal at the end of 1944. It was supposed that a 15-cm howitzer would be installed on the tank after it was completed.
