This is a mounting flange for Dronnn's well designed cyclone vacuum filter design, which you can download here:
https://www.thingiverse.com/thing:2829268
This thing is designed to go inside your bucket lid (or whatever you use) so the bottom half of the cyclone filter gets clamped on securely. The bolt holes are sized so they can be tapped for 1/4-20 english sized bolts, but similar bolt sizes should also work as long as you have a matching tap. Regardless of size, be sure to print with extra walls to compensate for the tap cut (I used 5x walls 0.45mm wide).
V2 update (same day): After using my vacuum a while I got a stiff leaf stuck at the bottom of the funnel. It got snagged in a small gap between the 2 flanges. So I redesigned V2 with the hole 10mm larger in radius than the one in the bottom of the funnel (the original had the same 25mm radius). There will be nothing left for debris to snag on as it passes through if you also cut the hole in the bucket lid larger.
