This was designed to allow an Inline Fabrication Mirror to be mounted on the case feeder rim of Dillon 750. The version of the mirror I received wanted me to drill a 1/4" hole in my case feeder and I didn't want to do that.
This is threaded for 1/4" 20 thread screw. I think that standard for all camera mounts, it also takes 2 M3 screws to hold it against the brim.
You can use it to mount webcams and such as well if they take standard camera screws.
