Just a basic casing that is designed to fit a Wii Bluetooth Module, a 3.3v voltage regulator, and a USB cable.
This is specifically for the Dolphin Emulator's Bluetooth Passthrough feature.
It can be trivially modified to have a hole for a switch if you wanted a sync button.
