The switch is used to disable the modem, and release the USB to be able to connect an external peripheral (eg keyboard).

upd1: added a version of the top with a hole for the "reset" button.

upd2: added a version of the bottom with a hole for the second switch, for a choice of 9v or 18v.

upd3: changed the position of LEDs and rpi.
