This design is a bracket for using a "Lerdge" runout sensor which seems to be available from various China sources, such as https://www.banggood.com/Lerdge-1_75mm-Filament-Material-Run-Out-Detection-Module-Sensor-For-3D-Printer-Parts-p-1323359.html
It is fastened to the X-profile with one M4x10 cylinder head screw and a T-nut. If you do not have any spare M4 T-nuts, you can use a standard M4 nut or there is a printable T-nut: https://www.thingiverse.com/thing:3050607 It is M3, but should work.
You also need -two M3x20 cylinder head screws to fasten the sensor to the bracket.
The sensor comes with a suitable wire, but since the standard board does not come with a dedicated connector for a runout sensor, an adapter board like for instance this may be convenient: https://www.banggood.com/Pin-27-Board-For-BL-Touch-Filament-Sensor-Compatible-With-Creality-Ender-3-Ender-3-Pro-Ender-5-CR-10-Mini-CR-10-3D-Printer-p-1436565.html
Finally, you need to enable the sensor in the firmwar
