This assembly is an attachment for a prosthetic hand designed by SPU Engineering. The octagon on the bottom of the base bolt is intended to fit into this hand.
The assembly consists of three parts: a fork, a base bolt, and a nut.
The fork is intended to fit onto the base bolt, with the nut used to tighten and lock the fork into place.
