Every time I had to open my filing cabinet. When you close or open your filing cabinet with any measure of force the hanging folders will shift forwards or backwards. In my particular filing cabinet, and others like it, there is a tiny little gap. They gap is just large enough for the hooks on the folders to fall into. Then they cease to move with ease.
