Absurdly simple tool. Designed to split Raw King Slim papers in the middle so you can make your handrolled tobacco cigarettes shorter. Roll the materials in such a way that the splitter is in the middle. Everything else as usual. When handrolling is complete, split down the middle with razor blade. Tool will also act as a bit of a packing device, to allow for the ends of your cigarette to be twisted into a more secure shape.
