Insert for Garden Wheel

The nylon inserts on an 8 inch garden wheel broke after much usage. This slips on to replace the insert.

The file `wheel_insert_bigger_inner_diameter.stl` has a slightly larger inner diameter. Try this first; if it is too loose, use the smaller one with inner diameter 1/2 inch.
