This piece should be printed vertically, and then used as a cantilever so test how much weight the interlayer bonds can withstand before failing. This will let you test different settings such as extrusion width, temperature and infill to find the settings which give the best interlayer bonds.

See the diagram in the pictures for the results I got with PLA, ABS and Nylon. In summary the interlayer bonding strength increases sharply with temperature for PLA and Nylon. I recommend printing at the highest temperature you can without introducing problems with stringing or poor definition of fine features. The print temperature didn't make much difference with ABS.

The function of the different design elements are:
- The circular base is to provide bed adhesion when printing. It can be left attached.
- The groove is for a weight/spring balance to be attached in a repeatable position.
- The tapered ledge provides a fixed reference for clamping the test article against a flat surface.
