Dash Kappei is a Japanese sports comedy manga by Noboru Rokuda, serialized in Weekly Shōnen Sunday starting in 1980, about a short but incredibly athletic high schooler named Kappei Sakamoto who excels at every sport, especially basketball, while being obsessed with female undergarments, particularly white ones.
