This is a blank for LGA2011 v1/v2 CPUs (Intel Xeon 26xx) that you can use to protect the pins while shipping/storing boards. It is made a hair more shallow than a real CPU so even with a heatsink applied, the amount of force transferred to the pins is minimal.
