Lockup Tiles and Legends insert

This is a Tiles and Legend cards insert that goes atop the resources box. No resources lid is necessary, as this piece prevents them from falling around.

Inspired by Forcefalcon77's design (thing:3732820), which unfortunately has no Breakout Expansion support.
