This marble run tower is a weird one. It is designed to pocket the marble in each cup, the weight of the marble lowers the cup arm and the angled hook pushed the marble out of the cup and down to the next step. It happens really fast, but you can hold the levers to watch it step-by-step. The cup arms slide through the tower and hook onto the little arms on the tower.
