Mask strap quick release buckle

Remixed the great work of [Printschnitzel](https://www.thingiverse.com/Printschnitzel)

* Slightly increased the gap on the actuators so they won't fuse so easily.
* Opened up the top part for easier intersion of mask straps.
* slightly decreased the diameter of the outermost rod tro accomodate the thicker straps of cotton masks.
