This is a case for a panel "precision" millivoltmeter which is used to measure the voltage drop across a resistor that has to be measured.
The constant current source is powered by 12V supplied by a barrel jack. You can choose another voltage but it might not be high enough for the current source to "push" its 100mA through the load (the resistor to be measured). This problem arises with larger resistances.
Since the current through the resistor is / should be 100mA, you have to multiply the reading by 10 to get the resistance in ohms.
