I have few powderish terrains that I apply to my mini bases, but application always ended up messy, so I've designed a little tool to make process simpler.This tool is made for 32 mm base (but will of course work with smaller or any other after scaling it).Glue the base and insert it into the tool Pour in any powder you'd like to decorate it with.
