Pelican Case TSA Latch Lock Modification

This is a replacement part for the TSA007 cores in the Pelican case locking latches, inspired by [DeviantOllam's JBWeld modification to their latches](https://youtu.be/l0IwVrC56tc). This prevents the key from being pulled out in the unlocked position, which hypothetically forces the TSA to actually lock your case back up after they snoop through it.
