This is my first attempt at a fidget spinner. To assemble you need:

1x inner casing
12x bearings
2x end pieces
1x body

The inner casing is placed in the middle hole, and the bearings are fit between the casing and body. The end pieces fit inside the inner casing, closing the mechanism and giving your thumb and finger purchase. You should put 3 American pennies in the 3 holes on the wings for weight.

Edited as of 7.6.17: I made the inner casing thicker to reduce slack, and recommend using 12 bearings instead of 8. I also adjusted the end pieces by reducing their height in the bearing housing and adding a peg in one so they interconnect.

Edit #2: Interlocking end caps.
