This is a tool for easily hanging framed pictures on picture hooks. We use a lot of the modern plastic-with-short-metal-fixing-pins variety of picture hook, which are designed to work well with a layer of plasterboard over brick (and I guess probably stud walls as well?). However, the hook protrudes only a short distance from the wall, and a well-framed picture will not have a lot of play in the wire that you're supposed to somehow reach behind and slip over the hook without being able to see what you're doing.
Hang this tool onto the picture hook with the prongs facing down and the tool angled away from the wall. You can then easily hook the picture wire over the tool, slide the picture down the tool onto the hook, then reach behind to remove the tool leaving the picture wire nestled neatly on the hook.
You can do the same thing as this with a dining fork, but a lot of dining fork tines aren't wide enough to fit the kind of plastic hooks we use and often have fairly sharp ends t
