Pond scissors nozzle

I looked for ideas on google and tried to make scissors for trimming water lilies in small pond. This is only one scissors part for a tube with a diameter of 16 mm. Others parts I found in the garage. The main feature - after cutting the lily, it can be immediately pulled out of the water, because the scissors press on its stem.
