This is a replacement tip for a racking cane (used to siphon when brewing/fermenting beer). My old one fell off and was lost a while back.
The tip is important as it redirects the flow of the beer and keeps you from sucking up too much yeast sediment.
Fits my 10mm (od) stainless cane quite well. May need to be modified for other cane sizes.
