Well, I needed some radiator collars (escutcheon rings) for the new kitchen floor - the sizes available in the nearest hardware store would not fit, and I have a 3D printer, so...

There are models for 17, 27 and 34mm pipes - If you have pipes with different dimension, just scale the nearest model to fit.
As an alternative leave a comment with the size you need and I will upload a model.

To mount just open split part and put on pipe/tube.
PET will work without breaking, don't know for other materials.
