These Dice are for anyone making a home board game version of the Risk 2 (Risk II) PC game. I found instructions for creating your own board game version at this website:

It's from here that I found the settings below for each color of Battle Dice.
Theoretically you’ll need 7 dice of each color; White, Yellow, Orange, Red and Black. You could get by with less of each color by re-rolling a dice when more are needed than you printed. Seven is the max you would ever need to roll. Each color dice has a different split of numbers from 1 to 6 as listed below.

White Dice has Four-1's, Three-2's, Two-3's, One-4, One-5, One-6
Yellow Dice has Two-1's, Four-2's, Two-3's, Two-4's, One-5, One
