This is an LED light, powered by a Ryobi 18V battery, which automatically turns on when the power goes out.
A simple DC power supply sends current to an automotive relay. When power is cut to the relay, it spring-loaded powers on.
3-Way switch also allows for manual ON for use as a light for camping, etc.
