These are a couple Bed, Bath, and BodyWorks Scentportable pod holders for a car visor strap. They will not fit over the visor itself, but a thin document strap is the perfect place for it.
For the emoji version, I recommend the following item to use as tears, although I have provided 3D printable teardrops as well:
