Slicing Test File for Layer Times

I have been having difficulty getting this object to print properly in PETG. I believe it is because Bambu Studio and Orca Slicer do not have a true minimum layer time setting. The settings in the filament section under cooling can help, but they can't insert a wait time between layers. I am trying to achieve a 10 second layer on the top peg that sticks out of the top, other wise PETG just leave a deformed blob.
