This cover is designed to protect the electronics and to provide a reference level when inserting the sensor in the soil.
Fits the noname "Capacitive Soil Moisture Sensor v1.2" but might also fit other versions.
Use hot-melt glue or any other (non-conductive) glue to seal the whole thing.
