A dipper used to submerging small electronics into solvents such as acetone.
The holes in the lid and base are 1mm in diameter, therefore you need to allow time for the inside to fill which might depends on your solvent.
This was made out of machine PTFE. If you are going to print this I would use 100% infill so no liquid can be stored in the infill.
V2: The surface tension of water stopped the water from entering the cell through the 0.5mm holes, upped hole size to 1mm.
V3: Water tension still too strong to overcome, added a vent for a pipette to manually alter the pressure inside the chamber to suck/blow water out. (In process of creating)
V4: Increased diameter of handle to make drilling of hole easier. Increased wall height and added spacer onto lid to reduce chamber height to 1mm while increasing the strength of the walls.
