Stylish 3D Railing Holder

As a DIY home project I needed something to serve as a stopper from potentially falling down from a shelf where my cats are sleeping. Main premise of this is to have a few of them screwed to a surface and push a piece of wooden, metal or plastic rod through to create a railing. The screw holes are 4.5 mm and the main hole is 23 mm
