I had a problem, the water pressure was a bit too high and the flow from my taps a bit too much for my shallow style basin. I could not find anything to help with this, even the lowest flow diffuser/filter let too much through, so I decided to have a go.

This was my fourth attempt at making a flow reducer for my taps, and this one worked a treat. I tried some very elaborate insets with rotating vortexes, but a simple hole with some pointy bits was the best.

This fits between the 20mm diffuser/filter and the rubber washer of a standard euro tap - as shown in the photos. Other areas of the world may have different sizes. I have included the OpenSCAD files, in case someone wants a different size.

This will also save water!!! Most taps provide much more than you need to just wash your hands.

If you find the flow too slow, make the hole a little bigger. I used a small drill, slowly increasing the size until it was good for me.
