Target 3-Tier Status Indicator

##The Problem
I work at a small form-factor Target where space is extremely limited. We have just over a dozen 3-tier carts that we use to move merchandise around. Unfortunately, a persistent problem we face is that people frequently abandon these carts while they are still in use without any indication of what items are in them. This presents several operational issues that can extend beyond time management and a diminished pool of available 3-tiers.

##The Previous Solution
We tried using laminated paper that can be written on with dry-erase markers, but several problems arose from this approach, especially regarding usability and durability. While dry-erase markers do work on lamination, if the writing is left for too long, it often requires water to remove, which can be time-consuming (or unhygienic).
