I made this to replace a missing wheel on a toy pram. It is 65mm dia. and 18mm wide, with a 3mm hole through the center for an axel.
This was printed on an Ender 3 v2 with PETG as it is for kids toys so will withstand a bit of work before falling to bits.
Feel free to adjust this as you require.
