This is a support structure I have designed for the waterwheel :

The rod should tight fit the structure with no need for nuts. I have included the nuts for locking the horizontal position of the waterwheel, but they can also be used to tighten the rod to the structure. The nuts and rod were created by the customizer : https://www.thingiverse.com/thing:193647
In case the rod included is too big to fit inside the hole of the waterwheel, feel free to create another with smaller diameter on the customizer of the previously mentioned link
100% infill for rod and nuts for better strenght, and 0.12mm layer height.
For structure I used 35% and 0.2mm layer height.
Design with Fusion 360.
