This is a stop valve (fluttering valve) for an auto-siphon used for home-brewing beer. It is a small part used to prevent the fluid you are attempting to siphon from flowing back out of the siphon tube. This particular part was designed to work with a Fermenter's Favorite Magic Rack Siphon.
