This is a mount that holds an Energizer TAC-R 700 flashlight to any 1" diameter pipe. It was designed to go on my old craftsman snowblower but I suppose it'd work on anything with a round pipe that benefits from light. It is secured using 4 of those worm drive type hose clamps found at any hardware store. Cheers,
