Tried my hand at designing a dual fidget spinner. Created using SketchUp 2017.
For printing you'll want to take into account the dimensional accuracy as you want the bearings to be a tight fit. Scaling the model should help adjust to get a good fit, if it's a little loose you can use a bit of CA glue (superglue) to fix it in position. _Note: Be careful not to get any glue on the bearings as you could seize them up._
