This mount is intended to mount a common 12V LED switch into a 28mm-30mm panel hole.
These switches are commonly used on 12V panels and available individually. Check out the pictures for more information.
The washer is intended to keep the assemble from turning when mounter in a 19" 1U blank. It is not required, but you may want to adapt it for similar use. See attached picture of a different panel insert with the same washer.
