This is a recreation of a hand-made wooden spinner I had. Assembly is fairly straightforward: glue the wings onto the wing blocks. (I used Gorilla Glue.) Place the shaft through the body and slide the wing blocks onto each side. When the wings are positioned at the front of the seagull, they should tilt inward and down. Then carefully glue the washers onto each end of the shaft. Hammer a brad into a thin wood post and place the seagull on it. For extra durability, you could insert a 5 mm (O.D.) brass tube into the bottom of the seagull. You can see it in action here:

I also added a separate body file that fits better on printers with small build plates.
After a summer's worth of use, I discovered that the shaft warped in the heat of the sun, and eventually snapped off. I replaced it with a 5" long 3/8" diameter galvanized steel carriage bolt. The wings kept falling off, too. I finally settled on hot glue as the best way to affix them; no
